(For Branch Associations, Chairmen, Resident Coaches – Rights, Duties, Obligations, Authority)
Article 22 – Branch Associations
1. Establishment
Branch Associations may be established in cities, regions, provinces, countries, or groups of countries, subject to WTCCF approval.
2. Qualification
WTCCF Constitution – Expanded Articles qualify, the applicant must:
1. Be a group member of WTCCF.
2. Be a legally recognized Tai Chi association, federation, school, or organization.
3. Demonstrate leadership, organizational capability, and stable membership.
4. Provide evidence of regular training, events, and real promotion of Tai Chi.
5. Have no conflicting claims with existing branches.
6. Agree to follow WTCCF regulations, ethics, and competition standards.
3. Evaluation
All Branch Associations are subject to evaluation by WTCCF headquarters.
In case of regional dispute, the existing branch has priority until its term expires.
4. Certificate Term
New Branches: 2 years
Established branches with proven contributions (World Cup participation, meeting attendance, donations, long-term support): 4 years
5. Fees
Branches pay entrance fees and annual membership fees, unless exempted for continuous contributions.
6. Resident Coaches
Branches may propose resident coach candidates for approval.
WTCCF may entrust experienced Branch Associations to assist with evaluations, but final approval rests with headquarters.
Article 22-1 Rights & Duties of Branch Associations
Rights of Branch Associations

Branch Associations shall have the right to:
1. Represent WTCCF in their designated region.
2. Use the name and logo of WTCCF for approved activities.
3. Organize and host seminars, events, meetings, and competitions under WTCCF rules.
4. Hold international competitions under the name of WTCCF, provided they:
submit proposals to headquarters receive written approvalfollow WTCCF standards.
5. Recommend candidates for:
Duan rank evaluations
resident coach certification
referee certification awards and recognitions
6. Elect or nominate regional representatives to WTCCF committees (common in international federations).
7. Participate in WTCCF General Assembly, with voting rights according to membership category.
8. Access WTCCF teaching materials, official documents, technical updates, and international resources.
9. Apply for WTCCF support, including:
seminars
technical consultations
training courses
international cooperation
10. Raise proposals, revisions, and suggestions to headquarters.
Duties of Branch Associations
Branch Associations shall have the obligation to:
1. Follow the WTCCF Constitution, regulations, codes of ethics, and technical standards.
2. Protect the WTCCF name and logo against misuse or unauthorized commercial activities.
3. Promote Tai Chi Chuan actively, hosting regular practice, training, and outreach.
4. Assist WTCCF in duan grading, resident coach certification, and referee development within their region.
5. Conduct activities with neutrality and fairness, free from local political or commercial manipulation.
6. Submit reports, including:
membership data
activity summary
financial report (if applicable)
coaching list.
7. Maintain communication with headquarters and respond to inquiries in a timely manner.
8. Ensure resident coaches and instructors maintain proper ethics, avoiding misconduct.
9. Attend international meetings and World Cup events whenever possible.
10. Support WTCCF global projects, publications, and educational initiatives.
Revocation
WTCCF reserves the right to suspend or revoke a Branch Association for:
Violation of WTCCF rules
Misconduct or damaging WTCCF reputation
Inactivity for 24 months
Unauthorized use of WTCCF name/logo
Fraudulent certifications
Interference with other branches or using politics to disrupt WTCCF operations
Revoked branches lose all rights to represent WTCCF until reinstated.
Article 22-2 Branch Chairmen

Eligibility
The Branch Chairman must:
1. Be approved by WTCCF headquarters.
2. Demonstrate leadership, communication ability, and ethical conduct.
3. Have the capability to organize large-scale events or training programs.
Rights of the Branch Chairman

1. Represent the Branch Association in WTCCF meetings.
2. Elect or nominate regional representatives to WTCCF committees.
3. Recommend resident coaches and candidate leaders within the region.
4. Propose international events under the WTCCF name.
5. Participate in Chairman-level meetings, summits, or briefings.
Duties of the Branch Chairman
1. Lead activities and ensure compliance with WTCCF rules.
2. Maintain communication with WTCCF headquarters.
3. Verify local instructors and ensure ethical conduct.
4. Organize participation in World Cup, conferences, and seminars.
5. Submit reports and maintain transparency.
Term
Same as Branch Association certificate (2 or 4 years).
Article 22-3 Resident Coaches
1. Definition
A Resident Coach is a WTCCF-certified instructor authorized to teach Tai Chi in accordance with WTCCF standards.
2. Qualification
Candidates must:
1. Hold recognized Tai Chi ranks or qualifications.
2. Complete WTCCF-approved training.
3. Demonstrate teaching capability and moral conduct.
3. Certification
Certificate signed by WTCCF President & Secretary General
Valid for 2 or 4 years
Renewable with evidence of continuous teaching and/or refresher courses
4. Rights of Resident Coaches
1. Teach using WTCCF methods and standards.
2. Use WTCCF name/logo within approved guidelines.
3. Represent WTCCF at seminars and events.
4. Propose students for duan examinations.
5. Participate in WTCCF training, workshops, and international activities.
5. Duties of Resident Coaches
1. Maintain high ethical standards and proper teaching conduct.
2. Follow WTCCF technical requirements.
3. Submit teaching and activity reports when required.
4. Avoid improper commercial use of
WTCCF name.
5. Report local developments to headquarters.
6. Revocation
Certification may be withdrawn for misconduct, inactivity, or violation of WTCCF policies.
