Regulations Governing Duan Rank Certification for Foreign Nationals

(Official Version)


Chapter I – General Provisions

Article 1 – Purpose

These Regulations are established to strengthen the Tai Chi Chuan Duan ranking system of the World Tai Chi Chuan Federation (WTCCF) (hereinafter referred to as “the Federation”) and to establish a fair, impartial, professional, and internationally consistent mechanism for Duan rank certification.

These Regulations shall serve as the governing basis for foreign nationals applying for, or being awarded, Tai Chi Chuan Duan ranks by the Federation.


Article 2 – Applicable Persons

These Regulations apply to individuals who are not citizens of the Republic of China (Taiwan), including Tai Chi Chuan practitioners, instructors, referees, and related professionals, who apply for or are awarded Tai Chi Chuan Duan rank certification by the Federation.


Chapter II – Basis and Principles of Evaluation

Article 3 – Principles of Evaluation

The evaluation of Duan ranks for foreign nationals shall adhere to the following principles:

  1. Professionalism
  2. Objectivity
  3. International equivalence
  4. Progressive advancement within the ranking system
  5. Strict adherence to the established Duan rank structure

Article 4 – Basis of Evaluation

Duan rank certification may be conducted through the following methods and may be determined through comprehensive evaluation.

1. First to Third Duan

Preliminary evaluation and recommendation may be conducted by the Federation’s branch organizations (provincial-level, continental-level, or higher) in accordance with Federation standards, subject to confirmation by the Federation Headquarters.

Alternatively, applicants may directly participate in Duan rank examinations or referee training assessments organized by the Federation.

Applicants who do not hold any Duan certification must begin at First Duan and advance sequentially.


2. Fourth Duan and Above

Promotion requirements for Fourth Duan and higher are as follows:

(1) Fourth Duan

Evaluation for promotion to Fourth Duan may be conducted locally. The World Tai Chi Chuan Federation (WTCCF) or the National Tai Chi Chuan Association (NTCCA) may appoint qualified examiners to travel to the applicant’s location to conduct on-site examination and evaluation.

Candidates must successfully pass both theoretical and technical (practical) assessments before promotion may be granted.

(2) Fifth Duan and Above

For promotion to Fifth Duan and higher, candidates must personally travel to the Republic of China (Taiwan) to participate in an officially organized rank promotion examination conducted by the WTCCF or NTCCA.

Candidates must pass both theoretical and practical assessments before promotion may be approved.


3. Theoretical and Practical Components

Evaluation shall include the following components:

Theory

  • Tai Chi Chuan principles
  • institutional framework
  • competition rules
  • teaching methodology

Practice

  • hand form routines
  • weapon routines
  • Push Hands performance (including designated push-hands routines)

4. Competition Achievements

Results from official international competitions organized or recognized by the Federation (such as the World Cup or Continental Championships) may be considered as reference for promotion.


5. Professional Certification

Completion of international coach or referee training programs organized or recognized by the Federation, and acquisition of corresponding certification, may be considered as reference.


6. Professional Experience

An applicant’s teaching experience, international promotional achievements, organizational participation, or institutional contributions may be taken into consideration.


7. Equivalency Review

Applicants who hold Duan certificates issued by other national or international martial arts or Tai Chi governing bodies may submit such certificates for equivalency review.

The Federation may conduct structural comparison and require supplementary evaluation where necessary.


8. Professional Standing

Applicants who serve as leading representatives in their country or region, or who have organized major international competitions or seminars, may have their professional standing considered as reference.

However, such circumstances shall not serve as the sole basis for directly granting Seventh Duan or above.


Chapter III – Duan System Structure

Article 5 – Duan Categories

The Federation’s Duan system is divided into:

  1. Tai Chi Chuan Forms Duan
  2. Tai Chi Chuan Kung Fu Duan

The system adopts a Ten-Duan structure (1–10 Duan).


Article 6 – Duan Level Classification

1. Fundamental Level (First to Third Duan)

Emphasis on basic technical proficiency and performance ability.

2. Intermediate Level (Fourth to Sixth Duan)

Emphasis on technical maturity, teaching competence, and international participation.

3. Senior Level (Seventh to Ninth Duan)

Emphasis on depth of understanding, institutional influence, and long-term international contributions.

4. Achievement Level (Tenth Duan)

The highest symbolic honor, awarded to individuals with historic influence on the development of Tai Chi Chuan.

Chapter IV – Evaluation Methods by Level

Article 8 – Fundamental Level

Applicants for First to Third Duan must meet one of the following conditions:

  1. Pass Federation or branch-level Duan examinations (theoretical and practical);
  2. Obtain International C-Level Coach or Referee Certification issued by the Federation or its branches;
  3. Achieve qualifying results in official international competitions.

Duan rank shall be determined by the Evaluation Committee based on comprehensive review.


Article 9 – Intermediate Level

Applicants for Fourth to Sixth Duan must meet at least one of the following conditions:

  1. Pass Federation Duan examinations;
  2. Obtain B-Level or A-Level Coach or Referee Certification;
  3. Place within the top three at World Cup or Continental competitions (minimum six participants);
  4. Demonstrate verified international teaching or promotional achievements.

Sixth Duan is the highest rank that may be granted through competition results in lieu of examination.


Article 10 – Senior Level

Promotion to Seventh Duan and above shall be subject to special review and requires Sixth Duan qualification.

Applicants must meet at least one of the following conditions:

  1. Long-term contribution to international organizational development;
  2. Service as international head coach or chief referee;
  3. Sustained influence in institutional development or educational materials;
  4. Recognized international representative status.

Article 11 – Tenth Duan

The Tenth Duan represents a lifetime achievement rank.

The awarding procedure shall be as follows:

  1. The applicant must hold Seventh to Ninth Duan qualification;
  2. Nomination by the Secretariat;
  3. Review and approval by the President;
  4. Ratification by the Board of Directors and Supervisors;
  5. Formal conferment at the General Assembly or World Cup ceremony.

Article 12 – Honorary Duan

Honorary Seventh to Ninth Duan may be awarded to individuals who have made outstanding contributions to the international promotion and development of Tai Chi Chuan.


Chapter V – Procedures and Supplementary Provisions

Article 13 – Maintenance of Rank

Individuals previously awarded Fifth Duan and above, who continue to meet institutional standards and international practice requirements, shall in principle retain their rank without adjustment.


Article 14 – Non-Compliance

Where applicants fail to meet the required conditions, the Federation may deny or defer issuance of Duan certification.


Article 15 – Approval Procedure

Evaluation results shall be consolidated by the Secretariat and submitted to the President for final approval.


Article 16 – Supplementary Provisions

Matters not covered herein shall be resolved through special review by the Federation.

The Federation retains the final authority for interpretation of these Regulations.


Article 17 – Implementation

These Regulations shall take effect upon approval by the Board of Directors.


Article 18 – Date of Adoption

These Regulations were adopted at the 14th Board of Directors and Supervisors Joint Meeting (9th Session) held on January 18, Year 115 of the Republic of China (2026).inary review and recommendation may be conducted by Federation branch organizations (provincial or continental level and above) in accordance with Federation standards, subject to confirmation by Headquarters; or applicants may directly participate in Federation-organized Duan examinations or referee training assessments.


Explanation of the Evaluation Arrangement

This structure is designed to balance international accessibility with the rigor required for higher-level Duan evaluation.

Fourth Duan, as an intermediate rank, may be evaluated locally in order to facilitate international development and encourage broader participation in the Federation’s Duan ranking system.

Fifth Duan and above represent advanced levels of achievement requiring a higher degree of technical skill, theoretical understanding, and teaching competence. Therefore, candidates are required to attend the evaluation in the Republic of China (Taiwan) to ensure the consistency, authority, and quality control of the Federation’s Duan ranking system.


Note:
The World Tai Chi Chuan Federation reserves the right to make final interpretations of the Duan certification regulations.

外籍人士太極拳段位鑑定準則(正式版)

第一章 總則

第一條(訂定目的)

為健全中華國際太極拳聯盟總會(以下簡稱本會)太極拳段位制度,建立公平、公正、專業並具國際一致性之段位審定機制,特訂定本準則,以供外籍人士申請或核發太極拳段位之依據。

第二條(適用對象)

本準則適用於非中華民國國籍之太極拳習練者、教練、裁判及相關專業人士,向本會申請或經本會核發太極拳段位證書者。

第二章 段位審定依據與原則

第三條(審定原則)

外籍人士太極拳段位之審定,應遵循下列原則:

一、專業性原則

二、客觀審查原則

三、國際對照原則

四、段位累進原則

五、不得逾越制度原則

第四條(審定依據)

段位審定得依下列方式辦理,並得綜合評鑑:

一、第一至第三段

得由本會各國分會(省級、洲級以上)依本會段位標準初審認定,報請總會追認;或由申請人直接參加本會舉辦之段位鑑定或裁判講習檢定取得。

無任何段位證書者,應自第一段起依序申請。

二、第四段(含)以上之晉段鑑定規定如下:

(一)第四段之晉段鑑定,得由中華國際太極拳聯盟總會或中華民國太極拳總會派員前往申請者所在地進行現場檢核,並由派遣之審查委員依規定實施學科與術科之評鑑,經審查通過後,始得晉升。

(二)第五段(含)以上之晉段鑑定,申請者須親自前往中華民國境內參加由中華國際太極拳聯盟總會或中華民國太極拳總會所舉辦之正式晉段鑑定,並完成相關學科與術科評鑑,經審議通過後,始得晉段。

三、學科及術科內容

1. 學科:太極拳理論、制度、規則及教學原則

2. 術科:拳架套路、器械套路或推手演練

四、參與本會主辦或承認之國際正式賽事(如世界盃、洲際錦標賽)之競賽成績,得列為晉升參考依據。

五、完成本會主辦或認可之國際教練或裁判講習課程,並取得相當證照者。

六、申請人於太極拳教學資歷、國際推廣成果、組織參與或制度貢獻紀錄。

七、已取得其他國家或國際武術/太極拳主管機構核發之段位證書者,得作為對照參考;本會得進行制度比對審認,並視需要要求補充鑑定。

八、屬該國或地區太極拳代表性領導人物,或曾主辦重大國際賽事及講習者,其專業地位得列為參考依據。

但前項情形不得作為直接核發第七段(含)以上段位之唯一依據。

第三章 段位體系

第五條(段位種類)

本會段位制度區分為:

一、太極拳套路段

二、太極拳功夫段

段位等級採十段制(1–10 Duan)。

第六條(段位等級區分)

一、初階段位(第一至第三段)

著重基本技術掌握與演示能力。

二、中階段位(第四至第六段)

著重技術成熟度、教學能力及國際實務參與。

三、高階段位(第七至第九段)

著重體用造詣、制度性影響及長期國際貢獻。

四、成就段位(第十段)

為象徵性最高榮譽,授予對太極拳發展具歷史性影響之人士。

第七條(基本年資對照)

十段 特殊成就

第四章 各段位鑑定方式

第八條(初階段位)

申請第一至第三段者,須:

一、通過本會或分會段位鑑定(學科及術科)

二、取得本會或分會舉辦之國際C級教練/裁判證照

三、於國際正式賽事具合格成績紀錄

由鑑定委員依綜合成績核定段位。

第九條(中階段位)

申請第四至第六段者,應符合下列之一:

一、通過本會段位鑑定

二、取得B級或A級教練/裁判證照

三、世界盃或洲際賽前三名(參賽人數須6人以上)

四、具國際教學或推廣實績

第六段為「以賽代評」可核發之最高段位。

第十條(高階段位)

第七段以上屬專案審查段位,須具第六段資格。

並符合下列之一:

一、長期國際組織貢獻

二、擔任國際總教練或總裁判

三、對制度或教材具持續影響

四、具國際代表性地位

第十一條(第十段)

第十段為終身成就段位:

一、須具第七至第九段資格

二、由秘書處提報

三、理事長核定

四、理監事會議通過

五、於會員大會或世界盃正式頒授

第十二條(榮譽段位)

榮譽七至九段,授予對太極拳推展具特殊貢獻者。

第五章 程序與補充規定

第十三條(段位維持)

已核發第五段(含)以上者,符合制度及國際慣例者,原則維持原段位。

第十四條(不符處理)

未符條件者,本會得不予核發或暫緩處理。

第十五條(核定程序)

段位審定結果,由秘書處彙整提理事長核定。

第十六條(補充)

未盡事宜,由本會專案審議處理。

第十七條(施行)

本準則經理事會審議通過後實施。

第十八條(通過日期)

本準則經本會115年1月18日第14屆第9次理監事聯席會議通過。
