Opening Address by the Chairman

 

Dear Vice Chairmen, esteemed Tai Chi enthusiasts, and distinguished representatives from over twenty countries around the world,

Good day to all!

 

It is with great joy and enthusiasm that we gather today for the 19th World Tai Chi International Federation Conference. On behalf of the Federation, I extend my warmest welcome and heartfelt gratitude to all our honored guests who have traveled from near and far to join us.

First and foremost, I would like to express my deep appreciation to Vice Chairman Wu Ronghui for his tireless dedication and invaluable contributions to the Federation’s international affairs. I also wish to extend our sincere respect and gratitude to the five Vice Chairmen present today: Mr. William Nelson from France, Ms. Mihui Sakai from Japan, Master Lee Chan from South Korea, Mr. Xing Ruhong from the United States, and Acting Vice Chairman Mr. Georg Ritschl from South Africa. Your steadfast support over the years, including leading teams to the World Tai Chi Championships and providing insightful guidance, has been instrumental in advancing the Federation’s mission with efficiency and success.

 

We are also thrilled to welcome new members to our “Federation family” this year, including representatives from India, Mauritius, Sri Lanka, the seven South Asian Alliance nations, Greece, the Boston and Barbara branches in the United States, Argentina, Paraguay, Australia, and Pakistan. During today’s conference, we will formally present certificates to these new branches and their respective chairmen. Additionally, we will recognize instructors from several countries whose applications for resident coaching positions have been approved by our review committee, honoring their efforts to promote Tai Chi globally.

 

It is also a moment of pride to reflect on the remarkable journey of the World Tai Chi Championships, now in its ninth edition. We are deeply grateful to the countries and organizations that have consistently supported this event. Allow me to highlight a few:

Five-time participants: Spain Tai Chi and Push Hands, Indonesia Tai Chi Qigong Association, Japan Kanto Easy Tai Chi Team, and the U.S. Fang Tai Chi Qigong Association, which has supported the Federation for over a decade.

 

Six-time participants: Indonesia Tai Chi Qigong Association and Japan’s Chen Panling Traditional Martial Arts Family.

Seven-time participants: Juhua Tai Chi Association, Japan’s Shizu Fist Society, and France’s Zheng Manqing Tai Chi Association.

Eight-time participants: Japan’s Enka Association, the All-Japan Daoyin Health Qigong Alliance, and Argentina.

 

Nine-time participants: Japan’s Enka Association, South Korea Tai Chi Association, South Africa SATA, and U.S. Thunder Tai Chi, who have remarkably attended every single championship for over 20 years—an extraordinary commitment!

 

To these outstanding organizations and nations, we will present certificates of appreciation as a token of our profound respect and gratitude.

 

In today’s meeting, we look forward to engaging in meaningful discussions on strengthening the Federation’s operations and fostering deeper collaboration among our global branches. We warmly invite all representatives to share their valuable insights and ideas, as we work together to create a brighter future for the international development of Tai Chi.

Juan Alcides Álvarez Personal Introduction Argentina

I am Juan Alcides Álvarez, National Professor of Physical Education and current President of the Association of Traditional Chinese Art and Culture of Chubut.
For more than 45 years, I have been dedicated to the practice and teaching of Tai Chi Chuan, Chi Kung, Tui Na, and Reflexology. I direct the Wu Wei Institute of Oriental Arts and currently serve as Technical Director of the Argentine Tai Chi Chuan National Team.

I have had the honor of representing Argentina in seven World Championships, winning fourteen gold medals, four silver medals, and, together with the national team, three first-place, three second-place, and one third-place team awards.

My journey in Chinese martial arts is a lifelong path. Through Tai Chi, I aim to share not only a discipline but also a philosophy that unites body, mind, and spirit, strengthening the bonds between Argentina and Taiwan.

 

Association of Traditional Chinese Art and Culture of Chubut (A.A.C.T.C.CH.) Argentina

In Trelew, Chubut, the Association of Traditional Chinese Art and Culture of Chubut was founded in 2012 with the aim of promoting and preserving traditional Chinese martial arts such as Tai Chi Chuan, Chi Kung, Nei Kung, Tui Na, and the study of Tao.

 

We are active in the provinces of Chubut, Río Negro, Neuquén, and Buenos Aires, fostering unity, friendship, and harmony through Chinese internal martial arts, promoting cultural and sports exchanges between Taiwan and Argentina, and disseminating the physical, mental, and ethical benefits of these practices.

Our association continues to grow, bringing together more and more students and practitioners so they can enjoy traditional Chinese arts.

Mohamad Yasin’s Brief About Himself

Dr. Mohamad Yasin Owadally Born on 27 June 1965 in Port Louis, Mauritius, Dr. Mohamad Yasin Owadally is a distinguished martial arts master, educator, and author with over 35 years of experience in the field. He serves as the President and Chief Trainer of the Taichi Chuan Federation of Mauritius and head the Port Louis Wushu, Tai-Chi, Sanda Boxing, and Pencak Silat Club.

 

Dr. Owadally is the only Mauritian to date, to have won gold medals in an international Wushu competition, held in Shandong, China, in 1996. He is 4th Duan Wushu and 5th Duan Taichi. Intl’ Taichi Judge and Director of World Taichi Federation. His lifelong dedication to martial arts extends beyond sport and combat—he promotes it as a holistic discipline for physical and mental health, healing, well-being, community building, and inclusiveness, bringing together people of all ages, backgrounds, and beliefs. He leads training sessions in several martial disciplines, including Tai-Chi, Wushu, Sanda Boxing, and Pencak Silat, and his organization officially represents both Southern Shaolin Fujian and Bruce Lee’s Jeet Kune Do.

 

Before dedicating himself fully to martial arts education, Dr. Owadally served with distinction as a law enforcement officer and later as the bodyguard to the Deputy Prime Minister of Mauritius. In addition to his martial achievements, Dr. Owadally is a prolific author and researcher, with over 45 books published across India, Malaysia, Indonesia, the United Kingdom, and Mauritius.

 

His notable work, “Lee Taichi,” revives a lost form of Taichi from the Lee Family lineage. In recognition of his contributions to martial arts, Taichi research, and holistic wellness, he was awarded a Ph.D. in Taichi Holistic and Wellness. In 2019, his Mauritian Tai Chi and Wushu team presented Lee Tai Chi for the first time at Linyi University, where their performance was highly acclaimed, admired, and warmly received by the university. In 2023, his Tai Chi team once again showcased Lee Tai Chi, this time at the Taipei Arena during the opening ceremony.

 

Deeply committed to preserving and promoting Asian martial arts—including Taichi, Wushu, Sanda Boxing, Shaolin, and Pencak Silat—Dr. Owadally continues this mission alongside his equally devoted family. The Tai Chi and Qi Gong with Fang Association in Plymouth, Massachusetts has been in operation since 2007. Its mission is to promote people’s health, vitality, and longevity. The Tai Chi and Qi Gong with Fang Association is dedicated to teaching these ancient arts and nurturing their application as a life-long habit. Our certified instructors have undergone extensive training with Fang-Chih Lee. Their careful guidance brings to all students who practice regularly the benefits of Tai Chi and Qi Gong. These include improvement in physical strength, balance, flexibility, memory, and peace of mind. Our students have participated in all Tai Chi Chuan World Federation World Cup competitions since 2014, winning multiple medals each year.

 

Fang-Chih Lee’s career began in Taiwan, the Republic of China. Thirty years ago Fang, moved to the United States. She holds a Master of Science in Recreation Management degree from Springfield College and a Bachelor of Science degree in Movement Study in addition to a Bachelor of Science in Physical Education from the National Taiwan College of Physical Education, where she was an assistant professor. Fang-Chih Lee has been teaching for over thirty years. Her career began in the Republic of China, Taiwan. Over twenty years ago, Fang-Chih relocated to the United States. She holds a master's degree in Sports Science from Springfield College, as well as a bachelor's degree in the sciences and a degree from the National Taiwan College of Physical Education. She taught at the National Taiwan College of Physical Education and received the 'President's Best Teacher Award' during her tenure.

During her time in the United States, she established the Fang-Chih Tai Chi and Qigong Association and founded the Asian White Crane Tai Chi Company.

 

She introduced Tai Chi and Qigong to many of her students, and with the release of three DVDs in 2010, 2011, and 2018, along with an increasing number of courses in the Plymouth, Massachusetts area and training for new teachers. She continues to promote the art of Chinese ancient Tai Chi and Qigong and enhance health.

She also led a team to participate in the World Tai Chi Championship organized in Taiwan in 2014, 2016, 2018, 2023 and this year in 2025. Our team, representing the state of Massachusetts in the United States, has received widespread recognition.

Santa Barbara Wu Hao Tai Ji Association, founded in 2014, was created for the education and promotion of Wu Style Hao Family Tai Ji Quan. Wu style was one of the 5 traditional styles of Tai Ji; founded by Wu Yuxiang and subsequently passed on to Li Yiyu and through three generations of the Hao family (Hao Weizhen, Hao Yueru and Hao Shaoru) then through Master Liu Jishun to the USA. This style known for its higher frame, emphasizes mind intention and qi-flow for its movements.

 

Santa Barbara Wu Hao Tai Ji Association is from California, USA and led by Chao-Sun Pang. He immigrated with his parents to the US when he was a teenager from Taiwan. He has a Masters degree in Physics and became a successful entrepreneur while continuing to pursue the Eastern traditions through the study of martial arts, Eastern philosophies and energy. He has studied martial arts for over 50 years learning from different oriental and western cultures including Judo, Tang Soo Do, Western Fencing, Tai Chi, Praying Mantis, I-Chuan. Chao-Sun Pang (龐嘉生)

Chao-Sun Pang immigrated to the United States from Taiwan with his parents at a young age. He received his master’s degree in physics in the U.S. and later founded his own business with modest success. While pursuing his career, he never ceased his lifelong passion for martial arts and Eastern philosophy.

For over fifty years, he has continued to study and integrate Eastern and Western cultures. His martial arts training and research span Judo, Tang Soo Do, Western Fencing, Tai Chi Chuan, Mantis Boxing, and Yi Quan. He has traveled extensively to study under renowned masters of Yang, Yeh (Da Mi), and Wu styles of Tai Chi Chuan.

In the past twenty years, he has been a devoted student of Master Liu Ji-Shun, focusing primarily on Wu (Hao) Style Tai Chi Chuan. He currently resides in Santa Barbara, California, where he promotes Tai Chi instruction and is dedicated to the integration of Eastern and Western thought and culture.

The Kung Fu Federation of India (KFI) (India)

 

The Kung Fu Federation of India (KFI) is a non-profit organization dedicated to promoting not only traditional Chinese martial arts, Kung Fu, Tai Chi, but also meditation, and yoga. As the official Indian representative to the International Kung Fu Federation (China) and World Tai Chi Chuan Federation (Taiwan), KFI has been instrumental in developing and managing Kung Fu and Tai Chi events all over India.

KFI's mission is to promote human values and social responsibility through martial arts. Its primary objectives include:

Promoting traditional Chinese martial arts in India.

Encouraging unity among instructors and associations.

Developing Kung Fu and Tai Chi events at national and international levels.

 

Since its inception in 2004, KFI has organized 18 national competitions and 36 social activities. It has represented India in international Kung Fu and Tai Chi championships in countries like China, USA, Russia, and celebrated World Tai Chi Day ("One World One Breath") annually on 26th April and has made significant progress over the years.

 

 

Gyan Prakash TripathiIndia

Gyan Prakash Tripathi is a master of tai chi, kung fu, wushu and yoga, having several international accolades to his name.

 

Gyan Prakash Tripathi started his kung fu training at the age of six (1975) under the Buddhist Monk Anand Lama in Kathmandu, Nepal. In 3 years of study (1975-1978), he became an expert in the Shaolin style of Chinese martial arts, which includes both the use of bare hands and of various weapons such as saber, staff, spear, trident, and many others.

 

He started wushu training in Kathmandu by Mr. Pramil doj Karki – Gen. Secretary Nepal Wushu Association in 1990. He started Taichi training from 1990 at the Nepal Wushu Association in Kathmandu under Ram Gopal Marjan.

 

In 2007, under the Grandmaster Giuliano Fulvi, President World Chinese Kung Fu Wushu Association -Perujia Italy, he  successfully completed the ‘Full Time Training’ under the strict supervision of Grandmaster Davud Mahmudjadeh,  President International Kung Fu Federation of Baku Azarbaijan .

 

Presently authorized to teach the Sports Kung fu in India by Chinese Kung Fu Grandmaster Fu Biao, President International Kung fu Federation Beijing (IKFF), and was appointed as Vice President of IKFF .

ChineseAustralian Ba Gua Tai Chi Association QLD was established in 1999 with the mission of promoting tai chi and its health benefits to the community.

 

Members come from diverse nationalities, creating a multicultural and family-like community. In addition to tai chi instruction, the association also participates in multicultural tai chi classes and performances in schools, and in multicultural festivals for overseas Chinese groups, senior citizen groups, and religious organizations. Every five years, the Association hosts a large Tai Chi and Martial Arts Friendship Meeting, inviting local tai chi and martial arts groups to participate in performances. She holds a PhD in Sports Science from the Democritus University of Thrace, focusing on the effects of Tai Chi programs on functional capacity and quality of life in adults. As a researcher and academic collaborator at the Department of Physical Education; Sport Science Rehabilitation Laboratory, she integrates taichi into scientific education, rehabilitation, and preventive health programs while teaching tai chi chuan to graduate and postgraduate students.

 

As an international judge and certified coach of the World Tai Chi Chuan Federation (WTCCF) in Taiwan, Dr. Chatzipanagioti has actively contributed to the dissemination of authentic Yang Style Tai Chi and Qi Gong in Europe. She is the founder and organizer of the International Tai Chi Festival “Democritus of Abdera”, the Greek Tai Chi; Qi Gong Day, and the Panhellenic Symposium on Tai Chi & Qi Gong, fostering international collaboration and cultural exchange.

Constitution Article 22 – Branch Associations

1.  Branch Associations may be established in cities, regions, provinces, countries, or a group of countries.

2.  To qualify as a Branch Association, the applicant must:

Be a group member of WTCCF;

Be a legally recognized Tai Chi association, federation, or similar organization in the area;

Demonstrate real leadership capability and the ability to organize Tai Chi activities in their region;

Provide proof of regular practice and active Tai Chi promotion.

3. Branch Associations are subject to evaluation and approval by the WTCCF headquarters. Existing branches take precedence in case of competing claims for the same region until their term expires.

4. Branch Associations may apply for a certificate of term:

New branches: 2-year term;

Established branches with proven contributions (World Cup participation, international meeting attendance, donations): 4-year term.

5.  Branch Associations must pay entrance fees and annual membership fees unless they have continuous support history exempting them.

6. Branch Associations may propose resident coaches for approval. Resident coaches must apply to WTCCF and pass evaluation and assessment. WTCCF may entrust well-qualified Branch Associations to conduct the evaluation and recommend candidates to the headquarters for certification. Final certification and term length are determined by WTCCF headquarters.

 

 

Article 22-1 Rights & Duties of Branch Associations

Rights & Duties

Rights of Branch Associations:

1. Represent WTCCF within their respective regions.

2. Organize events, competitions, and seminars under WTCCF standards.

3. Recommend members for promotion, recognition, and certification.

 

Duties of Branch Associations:

1.  Abide by the WTCCF Constitution and regulations.

2.  Promote Tai Chi Chuan and WTCCF activities.

3.  Support resident coaches and assist with training and certification.

4.  Submit accurate annual reports, accounts, and activity records to WTCCF headquarters.

5.  Protect the name and logo of WTCCF from misuse.

Revocation

WTCCF reserves the right to revoke recognition in cases of misconduct, inactivity, or violation of federation rules.

 

Article 22-2 Branch Chairmen

Eligibility

1. Must be approved by WTCCF.

2. Demonstrate leadership and organizational capability.

3. Represent the Branch Association in official WTCCF matters.

Article 22-3 Resident Coaches

1. Definition
A Resident Coach is an instructor authorized by WTCCF to teach Tai Chi Chuan in accordance with WTCCF standards, either within a Branch Association or directly under the Federation.

 

2. Qualification

Candidates must hold recognized ranks, complete required training, and demonstrate the ethical standards prescribed by WTCCF.

Candidates must be evaluated and certified by the Evaluation Committee or Technical Commission of WTCCF, with final approval confirmed by the Executive Board.

 

3. Certification

Qualified candidates shall receive a Certificate of Resident Coach, signed by the President and Secretary General, valid for 2 or 4 years.

Renewal requires proof of continued teaching activity and/or participation in refresher courses.

 

4. Rights and Duties

Rights

Represent WTCCF in seminars and workshops.

Use WTCCF’s name and logo in teaching activities, within approved guidelines.

Duties

Uphold WTCCF standards in instruction.

Abide by the WTCCF Code of Ethics.

Be responsible for teaching and promoting Tai Chi within the Branch.

Report technical progress to WTCCF headquarters.

With great honor and humility that I, Dr. Mohamad Yasin Owadally, stand before you today as a candidate for Vice Chairman of the World Tai Chi Federation. For more than four decades, I have dedicated my life to the promotion of health, discipline, and harmony through Tai Chi and martial arts.

 

As President and Chief Trainer of the Fédération de Tai-Chi-Chuan de Maurice and founder of the Port Louis Wushu, Tai Chi, Sanda Boxing & Pencak Silat Club, my journey began in the 1980s—coaching small groups of young Mauritians who had never heard of Tai Chi. From those humble beginnings, we built a movement. Our Association was officially founded in 1997, and our Federation established in 2013. Since then, we have worked tirelessly to introduce Tai Chi and Wushu to Mauritians of all ages — from students to elders — through community programs, wellness campaigns, and international events.

 

In 1996, our connection with China began when I participated in the 2nd International Wushu Championship in Shandong, earning two gold medals in Nan Quan and Broad Sword Form. This marked the beginning of a long friendship and exchange with Linyi University, where I later became a member of the Health & Sport Department and continued advanced studies and collaborations in martial arts.

 

Our federation’s achievements reflect both dedication and excellence:

• 2018 – China Wushu Inheritance Contribution Award • 2018 – Certificate of Honor from the Fitness Qigong Association, China • 2022 – Membership in the World Tai Chi Federation, Taipei • 2023 – Outstanding Performance during the Taipei Opening Ceremony of the World Tai Chi Championship • 2024 – Appointment as Official Member of the Quanzhou Shaolin Temple by Abbot Chang Ding • 2024 – First Prize, Regional Qi Gong & Tai Chi Competition

 

My Vision as Vice Chairman

If given the honor to serve as Vice Chairman, my vision is to expand the influence of Tai Chi globally as a tool for health, healing, and unity. I believe that Tai Chi is more than a martial art — it is a philosophy of balance, respect, and resilience that the modern world needs. In Mauritius, we have integrated Tai Chi into schools, municipalities, elderly homes, and community centers. We have developed Chair Tai Chi Therapy for those with limited mobility and offered free sessions for cardiac and diabetic patients. These initiatives prove that Tai Chi can transform communities — not just through fitness, but through compassion.

 

As Vice Chairman, I aim to:

1. Promote Tai Chi as preventive medicine for modern lifestyle diseases. 2. Establish Tai Chi and Qi Gong wellness hubs in every member country. 3. Encourage academic and cultural exchanges between the East and the West. 4. Introduce Tai Chi into professional institutions 5. Use Tai Chi as a bridge for peace and diplomacy, bringing nations together through shared movement and mindfulness.

 

Closing Words

Dear friends, Tai Chi has been my lifelong teacher — guiding me to patience, humility, and purpose. With your support, I wish to extend this light to the world — making Tai Chi a living culture that unites body, mind, and spirit across all nations. I’ve been nominated Director of the WTF since 2023. Both years: 2023 and 2025 we have been committed to respond positively to unite in Taipei in this Taichi championship and friendship bringing more than 20 participants. Together, let us move as one — gracefully, harmoniously, and powerfully — toward a healthier, more peaceful world. Thank you. Acceptance Speech for the Vice Presidency of the World Federation of Tai Chi Chuan

 

Esteemed Masters, Council members, and representatives of the World Federation of Tai Chi Chuan:

It is an honor to address you with deep respect and gratitude. My name is Master Juan Alcides Álvarez, and I present my candidacy for the Vice Presidency of the World Federation of Tai Chi Chuan with the firm commitment to continue strengthening the cultural, philosophical, and sporting ties that unite us under the spirit of Tai Chi Chuan.

 

For many years, I have dedicated my life to the practice, teaching, and dissemination of this ancient art, promoting its values of harmony, balance, and mutual respect in Latin America, particularly in Argentina and South America. Through the Chubut Association of Traditional Chinese Art and Culture, we have organized Pan-American championships, workshops, cultural exchanges, and seminars that have contributed to expanding the knowledge and understanding of Tai Chi Chuan in our region.

 

My intention in running for office is to deepen international cooperation, promote training projects, and strengthen the bonds between East and West, so that Tai Chi continues to be a bridge of peace, health, and wisdom between nations.

 

I deeply appreciate the trust and support of my colleagues, and I place myself at the disposal of this honorable Federation to continue working with humility, commitment, and a spirit of service.
