一、通過外籍人員教練及裁判分級制度（C、B、A及國際級）。
二、通過C、B級可由各國分會授權辦理。
三、通過A級及國際級僅限台灣總會核發。
四、通過證書有效期限為四年並需再訓制度。
五、通過與段位制度之整合原則。

本案經出席委員一致通過。

1. Approved the tiered certification system (Levels C, B, A, and International).
2. Approved that Level C and B certifications may be conducted by authorized affiliated organizations.
3. Approved that Level A and International certifications shall be issued exclusively by WTCCF Headquarters in Taiwan.
4. Approved a 4-year validity period with continuing education requirements.
5. Approved integration with the Duan ranking system.

The above resolutions were unanimously approved.
