Regulations for Certification and Administration of Resident Coaches

第一條　宗旨

Article 1. Purpose

為建立中華國際太極拳聯盟總會（WTCCF）於各國之教學代表制度，確保教學品質與國際標準一致性，特訂定本辦法。

To establish an official representative coaching system of WTCCF in each country and ensure consistency in teaching quality and international standards, these regulations are hereby established.

第二條　性質定位

Article 2. Definition and Status 

（一）駐地教練係指由WTCCF總會特別認證，代表總會於當地從事教學與推廣之教練。
（二）駐地教練有別於一般教練資格，屬於總會認證之代表性職務。

(1) Resident Coaches are individuals specially certified by WTCCF Headquarters to represent the Federation in teaching and promoting Tai Chi in their respective regions.
(2) Resident Coach certification is distinct from general coaching certification and represents an official WTCCF-recognized position.

第三條　適用對象

Article 3. Eligibility

由各國加盟分會推薦，並經總會審核通過之教練。

Candidates shall be recommended by affiliated organizations and approved by WTCCF Headquarters.

第四條　考核方式

Article 4. Assessment Method

（一）得由分會主席或授權人員進行初步考核。
（二）考核內容包括技術、教學能力及品德。
（三）最終須由WTCCF總會審核核定。

(1) Initial evaluation may be conducted by the President or authorized personnel of the affiliated organization.
(2) Assessment shall include technical skills, teaching ability, and professional ethics.
(3) Final approval shall be granted by WTCCF Headquarters.

第五條　證書發給

Article 5. Certification Issuance

經審核通過後，由WTCCF總會核發「駐地教練證書」。

Upon approval, WTCCF Headquarters shall issue an official "Resident Coach Certificate."

第六條　名額限制（核心制度）

Article 6. Quota Limitation (Core Clause)

（一）每一加盟分會最多得設置三名駐地教練。
（二）超過名額者，申請人須：
　　1. 親赴WTCCF總會接受考核，或
　　2. 申請由總會派員至當地考核。

(1) Each affiliated organization may appoint up to three (3) Resident Coaches.
(2) Additional candidates beyond this quota must either:
  a. Attend evaluation at WTCCF Headquarters, or
  b. Request WTCCF to dispatch personnel for on-site evaluation.

第七條　職責與權限

Article 7. Duties and Authority

（一）代表WTCCF於當地推廣太極拳。
（二）協助辦理講習、檢定及國際交流活動。
（三）維護WTCCF之專業形象與標準。

(1) Represent WTCCF in promoting Tai Chi locally.
(2) Assist in organizing seminars, certifications, and international exchanges.
(3) Uphold WTCCF standards and professional image.

第八條　有效期限與續聘

Article 8. Validity and Renewal

（一）初次核發證書有效期限為二年。
（二）續聘後證書有效期限為四年。
（三）續聘須經總會審核或參與講習評核。

(1) Initial certification shall be valid for two (2) years.
(2) Upon renewal, certification shall be valid for four (4) years.
(3) Renewal requires WTCCF approval or participation in evaluation/seminars.

第九條　品質監控與撤銷機制

Article 9. Quality Control and Revocation

（一）總會得不定期評估駐地教練之教學品質。
（二）如有不符標準或損害總會聲譽者，得撤銷其資格。

(1) WTCCF may conduct periodic evaluations of resident coaches.
(2) Certification may be revoked if standards are not met or if WTCCF’s reputation is compromised.

第十條　費用

Article 10. Fees

駐地教練證書費用為每份美金20元。

Certification fee: USD 20 per certificate.

第十一條　利益迴避與公正性

Article 11. Conflict of Interest and Integrity

考核與推薦應避免利益衝突，重大爭議由總會最終裁定。

All evaluations and recommendations shall avoid conflicts of interest. WTCCF reserves final authority in case of disputes.

第十二條　最終解釋權

Article 12. Final Interpretation

本辦法由WTCCF保有最終解釋權。

WTCCF reserves the right of final interpretation.
