Regulations Governing the Appointment of Officers and Volunteers
World Tai-Chi Chuan Federation (WTCCF)

第一條 目的

為健全本會組織運作,建立國內外幹部及志工之產生與任命制度,兼顧公平性、代表性與國際參與貢獻,特訂定本辦法。

Article 1 Purpose
These regulations are established to strengthen organizational governance and to create a structured system for appointing officers and volunteers, both domestic and international, ensuring fairness, representation, and recognition of global contributions.

第二條 適用範圍

本辦法適用於下列職務之產生與任命:
一、主席(Chairman
二、副主席(Vice Chairmen
三、委員(Directors
四、秘書長(Secretary General
五、副秘書長(Vice Secretaries General
六、國內志工及國際志工(Volunteers

Article 2 Scope
These regulations apply to the appointment and selection of the following positions:

  1. Chairman
  2. Vice Chairmen
  3. Directors
  4. Secretary General
  5. Vice Secretaries General
  6. Domestic and International Volunteers

第三條 主席之產生

本會主席由中華民國太極拳總會理事長兼任,依該會選舉制度產生,為本會最高領導人,綜理本會一切會務。

Article 3 Chairman
The Chairman of the Federation shall be concurrently held by the Chairman of the National Tai Chi Chuan Association of the Republic of China,
and be elected according to its election system. The Chairman serves as the highest authority and oversees all affairs of the Federation.

第四條 副主席之產生原則

一、國內副主席

由中華民國太極拳總會依正式選舉制度產生之副理事長兼任,以確保國內組織之代表性與運作穩定。

二、國外副主席

由本會依各國代表推舉產生,其遴選依據如下:

  1. 參加世界盃太極拳錦標賽之人數規模
  2. 參與世界盃之歷屆次數
  3. 對國際太極拳推廣之實質貢獻

經理事長核定後聘任之。

國外副主席之名額,應依各洲或地區之代表性配置,總人數以五至八名為原則。

Article 4 Vice Chairmen

1. Domestic Vice Chairmen

Domestic Vice Chairmen shall be concurrently held by the Vice Chairmen of the National Tai Chi Chuan Association of the Republic of China, elected through its official election system to ensure organizational representation and stability.

2. International Vice Chairmen

International Vice Chairmen shall be selected through recommendation based on the following criteria:

  1. Number of participants sent to the World Tai Chi Chuan Championship
  2. Frequency of participation in past World Cups
  3. Contributions to international promotion of Tai Chi Chuan

The number of International Vice Chairmen shall be determined based on continental or regional representation, with a total of five (5) to eight (8) members in principle.

Appointments shall be approved and issued by the Chairman.

第五條 委員之任命

各國委員由各國代表性團體或長期參與世界盃之成員中遴選,其原則如下:
一、多次參與世界盃太極拳錦標賽
二、具國際推廣或教學貢獻
三、能代表該國或地區之發展情況

經理事長核定並發給聘書。

Article 5 Directors
Directors shall be selected from representatives of each country or individuals with long-term participation in the World Tai Chi Chuan Championship, based on the following criteria:

  1. Repeated participation in World Cup events
  2. Contributions to international promotion or teaching of Tai Chi
  3. Ability to represent the development of Tai Chi in their respective country or region

Appointments shall be approved and certified by the Chairman.

第六條 秘書長與副秘書長

一、秘書長由理事長提名聘任,負責本會行政、國際聯絡及會務推動。
二、副秘書長若干名,由秘書長建議人選,經理事長核定聘任。
三、副秘書長應協助國際聯絡、翻譯、活動協調及行政支援等工作。

Article 6 Secretary General and Vice Secretaries General

  1. The Secretary General shall be nominated by the Chairman and appointed to oversee administration, international coordination, and operational affairs.
  2. Vice Secretaries General shall be recommended by the Secretary General and appointed upon approval of the Chairman.
  3. They shall assist in international communication, translation, event coordination, and administrative support.

第七條 任期規定

本會各職務任期為四年一任,並以世界盃太極拳錦標賽之週期為調整基準。副秘書長之聘期,得視其對本會業務之熟悉程度與實際表現,彈性訂定為二年至四年不等。新任志工之服務期間,原則以二年為基準,作為培訓與觀察之期間。

Article 7 Term of Office
The term of all positions shall be four (4) years, aligned with the cycle of the World Tai Chi Chuan Championship.
The term of appointment for Vice Secretaries General may range from two (2) to four (4) years, depending on their familiarity with the Federation’s operations and their performance. Newly appointed volunteers shall, in principle, serve a two (2)-year term as a training and evaluation period. The term of appointment for Vice Secretaries General shall be determined by the Chairman, ranging from two (2) to four (4) years, based on their familiarity with Federation affairs and service performance. Newly appointed volunteers shall, in principle, serve a two (2)-year term as a training and evaluation period, after which they may be reappointed or promoted based on performance.

第八條 連任、延續與退場機制

各職務得連任,原則上無連任次數限制。對於長期參與並持續貢獻之國際代表,得持續聘任,以維持組織穩定與傳承。

為確保組織運作效能與責任機制,設置退場機制如下:
一、任期內如未積極參與本會活動或未履行職責者,得由秘書長提報,經理事長核定後予以調整或解任。
二、連續一任期未參與世界盃或本會重要國際活動者,得不予續聘。
三、因個人因素無法履行職務者,得主動辭任。
四、為促進組織更新與發展,得視整體運作需要進行職務調整。

Article 8 Reappointment, Continuity, and Exit Mechanism

All positions may be renewed without limitation in principle. Individuals with long-term participation and sustained contributions may be continuously appointed to maintain organizational stability and continuity.

To ensure organizational effectiveness and accountability, the following exit mechanisms are established:

  1. During the term, individuals who fail to actively participate in Federation activities or fulfill their duties may be subject to reassignment or removal upon recommendation by the Secretary General and approval of the Chairman.
  2. Individuals who have not participated in the World Cup or major international activities of the Federation for one full term may not be reappointed.
  3. Individuals unable to fulfill their duties due to personal reasons may voluntarily resign.
  4. Positions may be adjusted as necessary to support organizational renewal and development.

第九條 聘任方式

本會所有幹部均由理事長核定並頒發聘書,作為正式職務依據。

Article 9 Appointment Method
All officers shall be appointed and issued official certificates by the Chairman as formal recognition of their positions.

第十條 志工之任命

一、志工類別

  1. 國內志工
  2. 國際志工

二、任命原則

  1. 志工由秘書長或相關主管推薦,依志工聘任辦法,經理事長核定聘任。
  2. 志工以協助本會行政、活動及國際交流為主要任務。
  3. 遴選標準包括:
    1)對太極拳推廣之熱忱
    2)參與本會或世界盃之經驗
    3)具備語言、行政或專業能力

三、服務內容

志工得協助:

  • 國際聯絡與翻譯
  • 活動接待與現場支援
  • 文件整理與行政作業
  • 世界盃及相關活動執行

四、任期

志工任期原則為年,得續任。

五、獎勵與支持

  1. 志工為無給職。
  2. 得於三節或重要活動時提供象徵性津貼。
  3. 得發給服務證明或聘書。

Article 10 Volunteers

1. Categories

  • Domestic Volunteers
  • International Volunteers

2. Appointment Principles

  1. Volunteers shall be recommended by the Secretary General or relevant officers and appointed by the Chairman.
  2. Volunteers support administration, events, and international exchanges.
  3. Selection criteria include:
    • Commitment to Tai Chi promotion
    • Participation experience in Federation or World Cup events
    • Relevant professional or language skills

3. Duties

Volunteers may assist in:

  • International communication and translation
  • Event reception and coordination
  • Documentation and administrative work
  • Execution of World Cup and related activities

4. Term

The volunteer term shall generally be four (4) years and may be renewed.

5. Recognition and Support

  1. Volunteer positions are unpaid.
  2. Symbolic stipends may be provided during major festivals or events.
  3. Certificates of service or appointment may be issued.

第十條 志工晉升副秘書長制度

一、制度目的

為建立人才培育機制,強化組織延續性,設立志工晉升副秘書長制度。

二、晉升資格

志工符合下列條件之一者,得列為副秘書長候選人:

  1. 連續服務滿二年以上
  2. 參與至少一屆世界盃主要工作或國際會議
  3. 具優良服務表現及推薦紀錄

三、評估標準

晉升評估依下列面向進行:

  1. 國際溝通與語言能力
  2. 行政與組織協調能力
  3. 責任感與穩定度
  4. 對本會之長期投入程度

四、晉升程序

  1. 由秘書長提出推薦名單
  2. 經理事長核定聘任為副秘書長

五、培訓機制

本會得視需要提供:

  • 國際事務訓練
  • 活動實務參與機會
  • 文件與翻譯實務訓練

Article 11 Volunteer Promotion to Vice Secretary General

1. Purpose

To establish a talent development system and ensure organizational continuity, a promotion pathway from volunteer to Vice Secretary General is established.

2. Eligibility

Volunteers may be considered for promotion if they meet one or more of the following:

  1. At least two years of continuous service
  2. Participation in at least one World Cup or major international event
  3. Demonstrated outstanding service and strong recommendations

3. Evaluation Criteria

Candidates shall be evaluated based on:

  1. International communication and language skills
  2. Administrative and coordination abilities
  3. Responsibility and reliability
  4. Long-term commitment to the Federation

4. Promotion Procedure

  1. Recommended by the Secretary General
  2. Appointed by the Chairman upon approval

5. Training Mechanism

The Federation may provide:

  • Training in international affairs
  • Participation in major events
  • Practical training in documentation and translation

·         本會採國內選舉與國際推舉並行制度,以促進全球太極拳發展與國際合作。

·         Article 12 Supplementary Principles
The Federation adopts a dual system of domestic election and international recommendation to promote global development and cooperation in Tai Chi.

 

第十條 解釋權

·         本辦法由世界太極拳聯盟總會(WTCCF)保留最終解釋權。

·         Article 13Final Interpretation
The World Tai-Chi Chuan Federation (WTCCF) reserves the right of final interpretation of these regulations.
